2. Qualification Process
The first step in becoming an NJMEP resource is to complete the Consulting Resource Application.
- The Consulting Resource Application requests basic information about your organization; general qualifications, areas of expertise, industry focus and references. See attached document, NJMEP Resource Application.doc. Note: NJMEP does not accept applications from organizations that are product vendors and/or resellers.
- After completing, submit your information to Joseph D’Urso jdurso@njmep.org
New Jersey Manufacturing Extension Program, Inc.
520 Speedwell Avenue, Suite 116
Morris Plains, NJ 07950
- Incomplete information packages will not be processed. All questions and requests for information should be made via email. If we have a demand for the type of services that your organization provides, you will be contacted and asked to complete the next step in the process, which includes defining specific services that your organization is willing to provide to NJMEP’s clients.

3. Service Development Process
The next step in the process is for you to provide specific service information. These services should fall into one of the following categories:
- Tactical — These services are well defined and have a standard approach, deliverable, timeframe, and cost. These services do not require customization, and they are designed to address common customer needs. They are typically entry level services. See the attached example, Sample Tactical Service.doc.
- Strategic — These services are not as well defined. These services might require a degree of customization based on the project scope, deliverable, company size, industries served, etc. See the attached example, Sample Strategic Service.doc.
Please complete and submit information on your top 1 or 2 services, and a resource biography(ies). It is recommended that all resources submit at least one tactical project.
- Description of Service(s) to be provided to NJMEP Clients, which should be provided in the defined formats – see attached templates for tactical, Tactical Service Template.doc, and strategic services, Strategic Service Template.doc.
- Resource Biography(ies), which should be provided for each individual within your organization that will be potentially providing services to NJMEP clients. Each Bio should be a maximum of one page and should be submitted in the defined format provided – see attached template, Resource Bio Template.doc.
After completing, submit your information via email to Joe D'Urso, jdurso@njmep.org.
Incomplete information packages will not be processed. All questions and requests for information should be made via email.
After your service information is reviewed and accepted by NJMEP, you will be notified and your information will be entered into our Center’s resource database.
Also, if appropriate, you will be invited to present to NJMEP’s Field Agents an overview of your organization’s capabilities and the services provided.
When a potential client need is identified, you will be contacted by one of our Field Agents. Resources are not allowed to contact the Field Agent directly unless a specific project is being discussed. Unsolicited calls to the Field Agents will result in disqualification of the resource.

4. Conducting a Client Project
The NJMEP Field Agent is responsible for contracting with the Resource for a specific project with an NJMEP client. Pre-contract activities may include a preliminary meeting with the client, negotiating project cost and payments, and creating project contracts. Contracts are created for specific client projects. All contracts are fixed price and NJMEP does not pay travel expenses. See attached for a sample of NJMEP’s Standard Terms & Conditions, Consultant_Agreement.doc.
During the project, the Field Agent is responsible for macro project management to ensure that the project is on schedule, within budget and meets our quality expectations.

5. Quality Control and Monitoring Project Work
Ten days after the client project is complete, the client receives a brief online customer satisfaction survey to determine:
- If they were happy with the services we provided them,
- Whether the project added value to the company
- What type of positive impact do they anticipate this project having on their company
NIST also surveys the clients with more in depth questions
